The city of Detroit has faced serious economic challenges in the past decade, with a shrinking population and tax base while trying to maintain essential services. A financial review team issued a finding on February 19 identifying the city as being under a 'financial emergency.' Michigan Gov. Rick Snyder has 30 days from the report's issuance to officially declare a financial emergency, which could result in the governor appointing an emergency financial manager to oversee Detroit's municipal government. Detroit launched a cold weather action plan Monday, as per CBS News. Chief Public Health Officer Denise Fair Razo made the call as temps plunged toward single digits. The plan brings overnight shelter spots and warming sites across the city.

An overnight shelter swung open its doors at 8 p.m. Monday. You'll find it at 13130 Woodward Avenue. Detroit Rescue Mission Ministries operates this facility through Saturday, Jan. 3, closing at noon that day. No referral needed—just show up, as per The Detroit News.

Temps will crash. Monday and Tuesday nights? Teens. Wednesday through Friday? Single digits, per the National Weather Service. Wind chills could scrape near zero.

More than 1,700 beds exist throughout the city via partner groups—emergency shelters and drop-in spots. Anyone needing a warm bed can dial the Detroit Housing Resource HelpLine: 866-313-2520. It answers calls around the clock.

Two rec centers will become respite warming spots Thursday and Friday, 8 a.m. to 9 p.m. Adams Butzel Complex sits at 10500 Lyndon. Coleman A. Young Recreation Center waits at 2751 Robert Bradby. Both will shield residents from brutal cold.

Detroit Public Library branches welcome people during standard hours for daytime warmth. But all locations close Wednesday and Thursday—New Year's Eve and New Year's Day.

Police stations offer another option. After 6 p.m. or on weekends, head to the closest precinct if you need somewhere to spend the night. Officers will help, as per The Detroit News.

Other Southeast Michigan towns opened warming sites as winter weather struck. DTE and Consumers Energy brought back power to most customers who went dark Sunday or Monday when high winds tore through.

Washtenaw County Office of Community and Economic Development keeps a running list of warming spots for this season. The Village of Dundee in Monroe County opened council chambers Tuesday so locals could escape the freeze.

Monroe Public Safety Department published about two dozen warming locations countywide. Wayne County, Oakland County, and Macomb County post their warming center info online.
